Minutes of Meeting
 Tuesday September 4, 2018

Members Present: Tom Jameson, Ed Millette, Jodi Pinard Town Administrator and Kristy Barnouski Administrative Assistant

Attendees:  Chief Quimby, Chief Clarke, Donna Chagnon, Lucille Noel, Patty Milligan, Kathy Doutt, and other members of the public.

Department Heads
Fire Department-
Chief Quimby stated that they are trying to keep the fleet going.  Rescue 2’s alternator died and Engine 1 blew a radiator hose.  
Chief Quimby stated that they have hired the grant writer who will be working with the department this fall for an exhaust system and also for an extractor due to cancer awareness for Fire Fighters.  
Fire Danger is pretty low.
Mr. Jameson made a motion and Mr. Millette seconded to renew the Concord advanced Life Support Intercept agreement. Motion passes.

Police Department-
Chief Clarke stated that the Department recently relocated a small homeless camp up on Lane Road. He had nothing else to report.  

Library
Ms. Doutt who is now reporting for the Library stated that the last book sale earned over $500.00 in profit.
The Library enjoyed participating in Old Home Day.  
The library remains very busy with events including, Contra Dance, A Vietnam War presentation, memory café, Home buying 101 and a new activity, coloring and coffee.
Mr. Millette asked if the Fire Department had a key to the lift yet.  Ms. Noel stated that they did not.  The Library agreed to place a key in the Knox box outside the Library.  

Emergency Management-
Mr. Martell stated that they are still working on the trailer and had nothing else to report.

Highway-
Mr. Plunkett is not in attendance due to illness, however he did send a report to Mrs. Pinard.
Mr. Plunkett reported that they have been ditching the far end of Staniels road.  They have also  widened that road at the end to make it safer and graveled that entire section. They have ditched and graveled West road, Lovers lane, Granny Howe, Short falls and will be shimming Horse corner Road from Boyed's to Garvin hill during the last week of the month. I am awaiting Busby for next week to start culverts. They will be watering roads the rest of this week and doing pipe work on the driveway at the top of King Road. ~The mowing is done for the year.  

Other Business-

Mrs. Pinard will reach out to Mr. Boyijian of parks and rec for meeting to be scheduled for 5:30 on September 18, 2018.
Mr. Millette asked Mrs. Barnouski to reach out to the roofer to find out when Safety complex roof would be completed.

Election coverage
Primary day voting from 10:00am-7:00pm.
Mr. Jameson made a motion and Mr. Millette seconded to appoint Mrs. Pinard and Ms. Barnouski as Selectmen pro-temps for the election to be available in the Selectmen’s absence on Election Day, September 11, 2018.  Motion passes.  

Chichester Lane-
Mr. Bouchard stated that he has major concerns about his road.  There are major pot holes and ditches on the side of Chichester Lane.
Mr. Bouchard stated that he was told by Mr. Plunkett that he used to plow up the road however he stopped a while back due to having no turn around with junk cars from the previous owner.  
Mr. Bouchard is worried about clogging culverts with gravel and grading
The Selectmen asked Mrs. Pinard to reach out to Jim to give an update on the Road next meeting.  

The Heritage commission working on signage for Webster mills historical area and has the wording completed.  The Town owns the strip of land that the Commission would like to put the sign on. The Board advised Ms. Noel to put a grade stake at her desired location and have Mr. Plunkett check for positioning.  

A fee schedule hearing will be adopted in a public hearing in roughly October.

Adjournment
Being no further discussion, a motion was made by Mr. Millette and seconded by Mr. Jameson to adjourn the meeting at 7:07 pm. Motion passes.
